History of Bayshore Gardens

  1. Mid-1800s The Palma Ceia Spring, near today’s Bayshore Boulevard, was known for its healing powers, and people came to bathe in its waters.
  2. 1906 A fountain supplied by the spring was built on what is now Fred Ball Park. The springs also had a stop on the Port Tampa to Ballast Point streetcar line.
  3. 1908 The name “Bayshore Boulevard” appeared for the first time in the Tampa City Directory.
  4. 1926–1928 Palma Ceia developer Thomas Palmer was recorded as the springs’ owner in 1926, and the City of Tampa built a large pool there in 1928.
  5. 1934–1939 Works Progress Administration projects raised the Bayshore seawall and added its signature balustrade.
  6. 1947 Fred Ball persuaded Hillsborough County to buy the spring from Thomas Palmer’s estate for $15,000, and the county turned it into a public park, now named in his honor.
  7. 2024–2026 The Ritz-Carlton Residences, Tampa opened on Bayshore Boulevard, with Tower I completed in 2024 and Tower II in March 2026.
